① Basic Policy on Operational Safety

  1. The President deeply recognizes that ensuring operational safety is fundamental to business management and takes a leading role within the company in securing operational safety. Furthermore, while fully considering the situation on the ground—such as sincerely listening to safety concerns raised by field personnel—the President thoroughly instills in employees the awareness that ensuring operational safety is of utmost importance.
  2. By reliably implementing safety management and having all employees work together as one, we will continuously strive to improve operational safety.
  3. We will proactively disclose information concerning operational safety.

② Operational Safety Goals

  1. Achieve zero major accidents.
  2. Limit property damage accidents to 10 or fewer per year.
  3. Achieve zero work-related accidents this fiscal year.
  4. By March 2025, we will invest ¥341,924 in safety-related equipment.

④ Automobile Accident Reporting Regulations

No accidents falling under Article 2 have occurred for statistical purposes.

⑤ Operational Safety Plan

  1. Conduct 30 hours of accident reduction training for drivers annually.
  2. Hold safety promotion meetings six times per year, providing education or training based on safety guidelines.
  3. Utilize drive recorders to analyze and evaluate driving performance.
  4. Require all drivers to submit near-miss reports and disseminate them company-wide.
  5. Maintenance inspection records are kept, and the safety manager checks them once a week.

To thoroughly instill in all employees the awareness that ensuring transportation safety is of utmost importance, and to strive for the maintenance and continuous improvement of our safety management system, we hereby establish and disseminate the following Safety Policy.

  4. All employees will work together to ensure the thorough implementation of safety management, continuously striving for review and improvement through the rigorous application of the PDCA cycle.

Key Initiatives

Based on our safety policy, we will prioritize initiatives that incorporate the following items.

  1. Thoroughly instill the awareness that ensuring transportation safety is paramount, and comply with all matters stipulated in relevant laws and regulations as well as safety management provisions.
  2. Actively and efficiently execute expenditures and investments related to transportation safety.
  3. Conduct internal audits concerning transportation safety and implement necessary corrective or preventive measures.
  4. Establish a communication system for information related to transportation safety and share this information within the headquarters.
  5. Develop plans for education and training related to transportation safety and implement them appropriately.

Shinfuji Hire Co., Ltd. has established a safety management system with a clear chain of command and reporting/communication channels to ensure transportation safety.

Command Chain (Top to Bottom) President (Kenji Misawa) → Chief Safety Officer (Executive Managing Director Yoshihide Misawa) → Office Director (Yukimasa Shiokawa) → Operations Manager → Operations Manager (Assistant) / Maintenance Manager (Assistant) → Drivers / Office Staff

Reporting and Communication Pathway (Bottom to Top) Operational status, abnormalities, near misses, etc., reported by drivers and office staff are consolidated through assistants and the Operations Manager to the Office Manager. Reports are then escalated to the Chief Safety Officer and President as necessary.

Coordination with Team Leaders Under the direction of the Chief Safety Officer, each Team Leader facilitates information sharing and awareness at the site. They report site conditions and issues to the Chief Safety Officer, contributing to recurrence prevention and improvement.

Shinfuji Hire Co., Ltd. has established a clear chain of command to ensure transportation safety. Instructions flow from the President at the top, through the Safety Director → Operations Director → Operations Manager → Driver. Field conditions are reported and shared with higher levels as necessary.

Furthermore, to support operational safety, the Business Division Manager is involved in overall operational management, and Operations Management Assistants support the Operations Manager. On the vehicle side, the Maintenance Manager oversees inspection and maintenance management, collaborating with the Operations Manager to support safe operations.

In the event of discovering an accident, disaster, or similar incident, the discoverer shall promptly report it to the Office Manager (Yukimasa Shiokawa). The Office Manager shall then contact the Operations Manager. The Operations Manager shall assess the situation and report it to the responsible Director (Senior Managing Director Yoshihide Misawa), ultimately reporting to the President (Kenji Misawa). Concurrently, coordination with relevant team leaders shall be conducted as necessary, and responses shall be advanced while sharing information internally.

In the event of a major accident or disaster, the crew member (at the accident site) contacts the operations manager, who then reports to the chief operations manager. The chief operations manager reports to the president via the chief safety officer, and the response policy is determined according to the company's command and control system. In major incidents, alongside internal communication, the Chief Operations Manager coordinates with the Transport Bureau and Transport Branch Office, sharing information with the Business Division Manager as necessary. Furthermore, the Operations Manager coordinates with the Maintenance Manager and Operations Management Assistants to advance vehicle and operational responses. At the scene, the crew member coordinates with the police, emergency medical services, and fire department, prioritizing rescue, safety assurance, and preventing further damage in the initial response.
